I think he's a very good persona
Yeah he's a good design, but since he's a starting persona, his stats aren't too good. That's why people tend to use him and only him for challenge runs.

I think that he doesn't just look cool I think he could be a really strong persona with a good variety of moves. And if he's starting I think you'd have more time to level him up. Also I've seen videos of him getting fused and actually I heard a lot of people say they cried when he was fused with his goodbye cutscene. I don't know I just know I'm never getting rid of arsene especially not in persona 5 scramble he's super strong and have you seen the showtime summoning of him it's awsome. I think if people really have him a chance then he could be a super useful persona to have at your side.

arsene is kinda boring because you get him as the start

He's a bird man in a top hat and a red tuxedo. A BIRD MAN IN A TOP HAT AND RED TUXEDO. His eyes look like fire imprints on his face. How is he boring.

I think he's one of the most innovative starter personas atlus has made so far
To fully make use of Arsene, you need to use skill cards and you need to grind with him for a couple hours or have a growth skill on him. Why should I waste my time with that when I can fuse personas that are already powerful?

As meme heavy as it is, it's laced in truth. Arsene has a series of flaws where he's actually an early game Persona and nothing else. He learns only a couple of new moves once you start leveling him, and needs to heavily rely on customzation, tweaking, and overall heavy investment to make him good. His weakness issue gets resolved once you slam him in isolation, but it takes up a few extra skill slots just to subvert that, leaving him with less options overall due to it. This did not stop me from making him a complete monster with Maeigaon, backed up with Megidolaon in case something was curse resist, but it took me till end game to even do that, and I couldn't use him during the crafting time as he was entirely too weak to even be viable in a fight during this time.
